Yeah, I agree on the CaS story. For ffnet, it's about an average level of writing. I find most fanfic writers don't take the time to think out their plot and the extent it affects the characters. Most just speed through the parts that would take a bit of thinking (usually the character growth/development) and get right to the parts they want to write (large battles, or angsty yelling scenes). This is pretty much what I feel makes a story's characters either IC or OOC. SHOW us why Snape all of the sudden wants to help Potter instead of shoving it off on Dumbledore, and then I'll bite. And since I feel IC vs. OOC characters make or break a fic, that makes it pretty easy to find a dividing line between mediocre fics and the cream o' the crop.
My personal quandry is Mione5's work. Her Council of Elves story and it's sequel caught my interest, and I find I read several of her stories. Her turnover is wicked quick, but I think her biggest drawback as an author is that all the emotions presented in her fic are extremes. All the time. Whoever's having any emotion is either REALLY angry or REALLY depressed or REALLY fed up. There's no moderation. But there's just something about them that keeps me reading. I'll read most stories she puts out myself, but on the flip side I almost never recommend them to anyone.
